A flag indicates which fields contain valid values, can be OR'ed value of the following values:

• SIF_RANGE
  Retrieve or sets the range of the scroll bar.
• SIF_PAGE
  Retrieve or sets the page size of the scroll bar.
• SIF_POS
  Retrieve or sets the position of the scroll bar.
• SIF_DISABLENOSCROLL
  Hides the scroll when disabled, not implemented so far.
