The handle of item editor.
flags
The flags of item. It can be OR'ed by the following values:
- NCSF_ITEM_NORMAL
  Normal status.
- NCSF_ITEM_SELECTED
  Selected status.
- NCSF_ITEM_DISABLED
  Disabled status.
- NCSF_ITEM_USEBITMAP
  Use bitmap.
- NCSF_ITEM_USEICON
